Real world example with autoheader: socat has a hand-maintained config.h.in
but if I run autoreconf:


autoheader: warning: missing template: BUILD_DATE
autoheader: warning: Use AC_DEFINE([BUILD_DATE], [], [Description])
autoheader: warning: missing template: CRDLY_SHIFT
autoheader: warning: missing template: CSIZE_SHIFT
...
autoreconf: error: /usr/bin/autoheader failed with exit status: 1


If autoreconf can detect that it shouldn't be running autoheader then that
would solve this use-case.

(we also have lots of code that excludes aclocal but that's slightly more
involved)
