The problem you describe _may_ have been fixed since 2.71. Would you be able to test autoconf 2.72d <https://lists.gnu.org/archive/html/autotools-announce/2023-11/msg00000.html> and report whether you can now compile your library? Unfortunately, if it hasn't been fixed, then I do not know enough about either mpicxx or Fortran to know what should be changed.
