Details:
Attempting to run autoconf 2.70 on the packaged autotest.m4 produces the
following error:
```

A similar error is generated when one attempts to build automake using the
newly built autoconf.
These errors were generated in Homebrew CI runs here:
https://github.com/Homebrew/homebrew-core/pull/66511
I can also reproduce the error quoted above on my local machine. Assistance
would be appreciated.
