I wasn't even aware that you could run GNU APL in a cmd.exe console. Last time I used cygwin (admittedly already quite  few yeas ago) it came with its own window and a bash shell inside. That window was xterm compatible and colors did work
out of the box.

 1. -Keep pressing many times <ENTER> until the color changes to grey

 2. -Then type your APL commands

 3. -When finished, mark/select that text, it will then change color so it might be visible
