Generally Windows is not a target platform for GNU APL, so you having problems getting it to run easily is not very surprising. That said, I do remember someone having success doing so. I'm not a Windows user myself so I can't provide much help other than suggesting to install Cygwin and then do the usual configure/make process.
I would, however, recommend learning Linux because it is a very useful and fun experience. That said, I wouldn't do it purely because of GNU APL, but rather because it's a much better system than Windows (in my opinion).
