I'm not sure why you want to do this. The latest windows brltty zipball, version 4.5, does include brlapi.pyd. Versions 5.0, 5.1 or 5.2 are almost exactly like version 4.5, so there is no use upgrading the libbrlapi to a more recent version than 4.5.
