It's a simple #include of MinGW's <pthread.h> which #defines 
_POSIX_THREAD_SAFE_FUNCTIONS. In the older log.c code, we tested that 
definition before including <pthread.h>, which is why it wasn't a problem.

In any event, since the flockfile() and funlockfile() functions don't seem to 
exist on MinGW, the test has been changed to reflect this reality.
