No, the upstream install rules do not install it, they only install
brlapi_* and BRLAPI_* manpages.

No, because it is a field in the brlapi_packet_t structure.

The correct fix should be to have the debian package rely on
the upstream install rules, instead of copying directly from
Documents/BrlAPIref/man/man3/*.3
