Actually......that is exactly the reason why Congress has such a low
approval rating.
Not on the impeachment question, but the rubber stamping question. I think
a good number of people voted for change and view what we have

Well, not exactly. There wasn't a single investigation of the Bush
administration while the Republicans were in charge, and there've been
plenty since. Gonzo wouldn't have been forced out if it weren't for the
Democrats being in charge. If the clock doesn't run out and if Bush doesn't
back down, there will be the first court cases on Executive Privledge since
Nixon. Majorities in both houses of Congress have voted for a timetable for
withdrawl.
But, it hasn't happened....and most Democrats are very disappointed about
that. But, there was a tremendous reason for this....it takes 60 votes in
the Senate to stop debate....and 67 to override a veto. Now, the Democrats
could stop all funding....but that's a losing proposition....because the
overwhelming majority of Americans were/are opposed to that.
