Um.

Fourth, the Kurds effectively become semi-independent (because the 
central government was set up so as to allow tribal trouble at the 
drop of a hat, but let's no go there) and Turkey gets annoyed.

Turkey then gives up on EU membership (since several politicians have 

made it clear to them they won't get it anyway), and goes full out on 

squashing Kurds.

This then draws other regional powers into the conflict and you end 
up with a messy war in the entire region again.

Entirely possible. Probable? Maybe not, but definitely something to 
plan for avoiding.
