Yes.  But, I guess I wasn't clear.  By conspiracy I was thinking about all
the different suppliers all working out their quota as they under produce.
Instead, the evidence indicates that the market was so tight, minor actions
by one player could drastically change the market.  Let's take the case of
Reliant.  IIRC had 6 plants, which produced about 7% or so of the
electricity in Calf.  One plant is taken off line, and the price
skyrockets.  Why?

Why could they make money by cutting their sales 15%? Was it because the
market was so tight, that any little hiccup could send prices up 5-10 fold?
