IIRC, Cal Ed and PG&E lost almost 10 billion between them in about a year. This was, at least in part, due to the fact that the price of electricity was still regulated after deregulation. I don't think these companies were arguing against deregulation....they just didn't foresee natural gas at $10 a thousand cubic feet. If you were to argue that the costs were a result of price fixing, then the price of natural gas itself would have had to have been artificial. In order for it to be artificial, there would have to be scores of companies that turned down chances to make good money so someone else could make more money.
