Hmm, maybe those dolphins aren't missing. Maybe they've spirited the munitions away to some kind of underwater research facility where, assisted by waldoes, they're busily reverse-engineering the devices.

It was bad enough when we were using dolphins to *fight*
terrorists, now we'll have to fight terrorist dolphins.
