I think this is very sensible.
What might also help is if all road construction is suspended at the
*beginning* of the evacuation (I heard several people call in to a talk
radio show in Austin complaining that I-10 had at least one lane closed
at one point west of Houston for road construction.)

Expanding 71 to 3 lanes each way from Columbus to Austin might not hurt,
and would ease the burden of I-10 from Columbus to San Antonio, send
some folks to Austin.
(Listening to the radio, I have gotten multiple earfuls about how awful
it was trying to get from Houston to Austin, starting sometime
Wednesday....)
