Sometimes, people gain notoriety because of what they do, regardless of
their position.
The same may be true of Paul Wolfowitz. Read his bio on wikipedia --
it's clear that he is a brilliant man. I do not have anything like your
beltway insider's knowledge of how this or any administration works,
but I've seen brilliant people emerge despite the relative obscurity of
their official positions, and that's what this looks like to me.
