Gulf War I, not Gulf War II was being referenced.

I voted for Kerry.  I was also opposed to Desert Storm at the time,
thinking that it would be a protracted struggle that would cause the kind
of complications we see in Gulf War II. My predictive power was much better
for Gulf War II than it was for Gulf War I, alas.
