You think so? Wait 20 years and see if you still think so. Clinton (and Bush, Bush II, and Reagan) did not manage to reduce the "spending" that really matters, the present value of future entitlement spending for the baby boomers. If that present value were included in the national debt, it would be 10 times larger.
