Um, didn't Germany declare war on the US shortly after Pearl Harbor?

Yes. On Dec. 8th, the US declared war on Japan, but not Germany and Italy. On Dec. 11th, Germany declared war on the US. BTW, there were 9 separate investigations into the Pearl Harbor attack, the first, conducted by Navy Secretary Frank Knox, began on the 9th and ended on the 14th. The second, The Roberts Commission began on Dec 18th, 1941 and concluded on Jan 23, 1942.
