Actually, I think you misread the original. I believe you and Tom interpret "the war is on" differently. I read Tom as meaning war = war in Iraq. You seem to be talking about the war of Al Qaeda against the US. Obviously, the war in Iraq "is on" primarily because Bush pushed it.
