The problem as I see it, is a problem of focus.
Too much attention is paid to young women (in regards to an abstinence
program).
The problem is mostly in the attitudes of young men, and the concept
that manhood is somehow tied to non-solo sex and sexual performance.

The fact is, and most of us who have reached maturity know this, that
manhood is actually a function of being a caring father and husband
and\or a recognition and readiness to devote ones self to a family one
had helped create.
This does not preclude frex single men or even gay men from the ranks
of manhood. What is important is the masculine forms of nurturing and
the skill sets needed to become, at the very least, a nominally
effective husband and father. Any male can posses these forms and
skills, but our society does a poor job of inducing these things into
our psyches.
Indeed, the opposite is vigorously reinforced.
