Actualy non-practicing simply means that you were raised in that religion but
do not practice it any more, or that you still believe in that religion, but
no-longer congrigate or do any of the ...well, practices. 

Like a non-practicing doctor....at least that is the way I here it used. my
friend was recently asked what religion he was in a green card interview. His
response was a "non-practicing hindu".
