Yes.
There was a time recently where having a bra strap show was "in". (??? At
least it made life a little easier with some outfits....) Before then,
though, I had a shirt that I really enjoyed wearing, that had the minor
disadvantage of never staying on *both* shoulders well enough to keep the
strap covered on both sides. So I took to wearing it with a pretty
patterned sports-bra, to make it look more deliberate when the shirt shifted
and something became visible on my shoulder.
Personally, I think that in theory, a woman should do what's comfortable for
her and her breasts. In practice, my opinion is that some women would be a
lot easier to look at wearing bras than going without. Mostly I keep my
mouth shut about it. :)
