Seconded here. I had a quite accessible experience with Steam earlier this year, including changing the aforementioned download folder.

I don't use it a lot, but every time I do it works pretty well.

Also, I will point out that there's an important difference between saying you want to accomplish a task (such as purchase a game) and saying you want to accomplish that task in a specific manner. If there is no way to accomplish the task, that's a problem. If there's no way to accomplish the task in the specific way you want but others are available that's a trade-off to make or leave depending on what's important to you, but regardless of your decision the fact remains the task can be accomplished.


P.S:

If you're really having trouble changing your download folder within steam just symlink it to wherever and call it good.
