Today at approximately 1215, I spotted the (more accurate I guess to say a) 
male Harlequin west of the Humber mouth in Toronto. It was a fair bit west of 
where seen apparently yesterday. 

I do not know the name of the park, but approximately 1km west of the Humber is 
a park leading to a point going out to the lake. The park is entred via a small 
white metal bridge and just inside it is the memorial to the Air India bombing 
if that helps narrow it down (it is just west of the butterfly park). 

The bird was almost straight out from the tip of the point. It was several 
hundred meters out so scope or powerful bins would be needed. It appeared to be 
slowly drifting east. 

Otherwise the area especially at the river mouth is very quiet I assume due to 
the oddly warm and calm conditions.
