All, After circulating photos of the interesting gull at the Niagara Falls Control Gates with some experts in Yellow-legged Gull identification, the consensus seems to be that the bird is actually an adult Lesser Black-backed Gull, though one with fairly minimal head streaking. It was a learning experience and we should be more prepared for when a "real" Yellow-legged Gull arrives in Ontario.
