With regard to the current report, I note that considerable significance is being placed on the presence or absence of jesses. Information obtained from an individual whom I consider to be extremely knowledgable tells me that escaped Prairie falcons, (and presumably other raptors), become quite adept at ripping off the jesses. I have no personal knowledge or opinion on this, but suspect that the presence or absence of jesses should not really be considered to be a useful indicator as to the origin of the bird in question, in contrast to the many opinions expressed on Ontbirds.
