Really?! I installed BIND on windows however long ago when it was
supported on Windows and it came with a db.local that looked identical
to the one that came with Debian.
As the original developer of BIND9 on Windows I can state that we never
shipped a db.local file while I was working on it. There was no need and
it was expected that all of the zone files were the responsibility of
the person performing the installation or update.
