I'll have to check my copies of the venerable BIND book to be sure, but I believe that it and just about every single tutorial that I've read about compiling and installing BIND in the last 25 years ended up with a db.local or root.hints file.
Maye the db.local / root.hints file came about as part of people following the directions.
