Yes, that's exactly the case. The end user changes have been always documented 
in release notes
and the changes important to the BIND 9 developers are in the git log.

The doc/changelog/ is more like a cold storage for those and archaeological 
purposes.

In all cases, there's a single source of truth now (albeit we do a little 
formal editing on the release
notes, but ideally the difference between the generated entry and the final 
release notes should
be close to zero).
