This would only apply for applications with ideal scalability. Most applications are limited by some serial code paths which only benefits from higher clock speed. So no, you cannot simply add core*clockspeed to compare. For more on this topic see for example http://en.wikipedia.org/wiki/Amdahl%27s_law
