Authors of the referenced draft-ietf-bess-evpn-per-mcast-flow-df-election draft have refreshed the expired draft. I have accordingly updated the normative reference to point to the latest revision of draft-ietf-bess-evpn-per-mcast-flow-df-election. I also updated the reference to RFC 9785 in rev33.
