I can't talk for Randal, but for me there is a simple reason. In the do form I do not have to repeat the name of the variable. So there is less chance of a typo, less typing, if I need to slurp a file into another variable I do not have to change the name on two places. And IMHO, if the file is so big that there is a measurable difference in speed and memory used, it should not be slurped anyway.
