Comparing Perl and SQL would definitely be like comparing a hammer with a screwdriver. The two fill a very different niche and are best used together. OTOH, Perl and PHP are two kinds of hammer. Which doesn't mean it makes sense to spend time arguing which hammer is better without specifying the task. It's good to know the pros and cons of either though. But that's a contagious issue and needs to be treated with care 'cause otherwise ugly flamewars start.
