I'd say it was set up this way because years ago, the creators/maintainers 
figured that if someone wanted to include the list in the reply (maybe they are 
sending a non-list appropriate joke or OT post) then that person should be able 
to click REPLY-ALL and get the list in the response.

But that's just my guess..

I am on a number of lists that require you to click REPLY-ALL if you want the 
list to get the response.  It just depends on the thought process of the admins 
at the time.
