The first thing is figure what kind of CMS system do you want. If you
want something like a Wiki, there are a lot of alternatives being
TWiki[1] the most famous of them. If it doesn't suits your needs, you
can check Bricolage[2] which is a very professional CMS written
entirely in Perl.
