The first thing is figure what kind of CMS system do you want. If you
want something like a Wiki, there are a lot of alternatives being
TWiki[1] the most famous of them. If it doesn't suits your needs, you
can check Bricolage[2] which is a very professional CMS written
entirely in Perl.

I actually use Twiki internally, for our Corporate Intranet. I have
looked at Bricolage, but I don't think it suites my needs (though it
looks like an awesome piece of software).
The bottom line is that I'm not very proficient when it comes to web
site design--I guess I haven't developed those mental muscles yet... Or
something. I'd like to find a CMS that allows me to use templates
available from within that system, and also provides some basic
(dynamic) features like Polls.
