Are the .cgi scripts perl? Is .cgi associated with perl?
Do they work if you use .pl instead? Do they work if you run them form the dos prompt? Are they executable ( not sure about how windows does that ) ? Do you need the Exec cgi directive in Apache for that directory or for a cgi-bin directory? Simple solution : Install Unix over Windows!
