If windows you should check out either the cygwin project, or ActivePerl from Active State. If RedHat the rpms should come with your distro (and should have been installed), if another linux distro, you should check out apt on your platform, or whatever other installer your platform runs. Mac OS X comes with it pre-installed, I am assuming you don';t have one of the other various platforms as you probably wouldn't need to ask ;-).
