Since you are using MS Outlook I assume you want a Windows version, 
right?

http://www.activestate.com/Products/Download/Register.plex?id=ActivePe
rl
and download ActivePerl (compiled and prepackaged version or Perl.)

Install it just like you would any other windows application.
