Discussing Perl distributions is not off-topic to this mailing list (though it
may be off-topic to the thread.).

I like Strawberry Perl (and DWIM Perl) from the reasons given here as well - it
just works, it is open source, it is community-maintained, and you can install
more modules using CPAN.pm/CPANPLUS.pm/cpanm using open-source tools.

Well, no one forces you to use these packages, and I appreciate the various
binary components of these distributions to be available for you. I was able to
build the latest XML::LibXML from CPAN on DWIM Perl out-of-the-box and have
been using it ever since whenever I'm on Windows.
