You can use the following prior to entering the for loop.
$_ = quotemeta($_) for @matches;
You could also combine the capturing and substitution something like this:
my @matches;
$htmlpage =~ s/<pre>(.*?)<\/pre>/push(@matches, $1) &&
"<predefined:$#matches>"/geis;
