Just because a module is secure doesn't mean the resulting application is.
Correct, but I think Bill was specifically meaning 'CGI.pm' is secure so you don't have to worry about *it*. In other words, if you use some other library you have to worry about your application *and* that library's faults, as opposed to just your application's.
