HTTP error 500

hi everyone...
I guess this problem is less related to perl (though it might be) and more related to HTTP...
I'm trying to write a program that sends an HTTP request (using LWP::UserAgent::Request) to a server (web.icq.com, which i know is working fine), but all i get in status_line is "500 Can't connect to web.icq.com:80 (Timeout)".
is this some problem with the server? (it's not my server, it's one of those free web hosting ones...)
any ideas?
