I've tried this method, but it doesn't work for Perl 5.8 but only for Perl
5.6.1
I've tried more modules downloaded from ActiveState.

Worked on my ppm. Make sure you have your repositories set up correctly. If
it doesn't work download:
http://ppm.activestate.com/PPMPackages/zips/6xx-builds-only/Time-HiRes.zip
extract, cd to it in a command prompt and run:
ppm install Time-HiRes.ppd

But, like I said, you should be able to do it from active state's
repository.
