My problem had to do with the content header. I also did not realize that you are supposed to point the .pl file in the browser. Rookie mistakes!
As far as the <TMPL_VAR> tags, all of the tutorials that I have seen look like this <TMPL_VAR NAME=SECRET_MESSAGE> -- as opposed to <TMPL_VAR SECRET_MESSAGE>.
