I would recommend (if your budget will allow) you get "The Perl CD Bookshelf" 
which now includes the 3rd edition of Learning Perl. While about twice the 
price of a normal Perl book, it includes 6 books on 1 CD as well as Perl in a 
Nutshell in paperback form. Check out

There are sections in some books about programming in CGI. That should be 
more than enough to get you started!
