I am ref to something similar, by which one can get handle to states in India, and then encode similarly as/in a viz map. Your other option is definitely possible, but i sincerely do not have the time to do it. I had opined that the OSM guys would have something on this front, but a quick dig in their arena did not give me anything useful. Actually, i would highly suggest if someone in the group does this and releases it in OSS, would be of immense help to many.
