I would expect that to have the same effect as the way Jack suggested, using

I have never seen those, but I haven't tried hand-editing ~/.balsa/config.

through org.freedesktop.Notifications:

org.freedesktop.Notifications was not provided by any .service files
That may be a configuration issue. Searching for "org.freedesktop.Notifications on
Ubuntu" shows results that suggest that it may just require installing some
"*.service" file.
