The latest available Windows binaries for Community version is 5.2.10
available at https://sourceforge.net/projects/bacula/files/Win32_64/5.2.10/.
I don't know if the installation method changed for this version but it is
worth to try.
You can use the Bacula Enterprise Windows binaries for community users, do
check this page for more info:
https://www.baculasystems.com/windows-binaries-for-bacula-community-users

Some tips: You should install the proper architecture version, so for 32bit
OS use 32bit binaries and for 64bit OS use 64bit binaries. The installer
should be started with elevated privileges, so run it as Administrator not
a standard user (even if he has administrator permissions, you have to use
"Run as Administrator").
