It depends.  If you have 'Ignore FileSet Changes = yes', then when you
change a fileset and rerun, you will get an incremental backup that
reflects any files changed in the intervening time and any changes you
made to the Fileset.  With 'Ignore FileSet Changes = no', the default,
ANY change to a Fileset will trigger a new Full backup.

Are you certain your inclusions and exclusions are correct...?
